Stormwater Program Development, Administration & Field Support

Botetourt County Program Assistance

Oya Construction partnered with Botetourt County for over two years to strengthen and stabilize their stormwater management program during a period of personnel transition. We developed standardized forms, training programs, and internal procedures to bring consistency and clarity to the County’s stormwater operations.

Our role expanded to performing ESC and SWM inspections, administering permits, reviewing plans, and functioning as an extension of the County’s stormwater department. We focused on working collaboratively with contractors—providing education, practical checklists, and clear guidance—which led to strong field relationships and positive feedback.

As new County staff were hired, we assisted with position development, training, and transition support to ensure long-term program sustainability. Today, we continue to serve as a trusted resource and partner to the County.

Underground Stormwater System Inspection & Emergency Repairs

St. John Lutheran Church

St. John Lutheran Church contacted Oya Construction after receiving a notice from Roanoke County requiring a certified inspection of their underground stormwater detention system. The church had no record of where the system was located or what condition it was in.

Our team reviewed the original site plans, identified multiple underground stormwater structures, and performed a full walk-through inspection of the system. While the pipes themselves were in good condition, we found heavy sediment and debris in several catch basins and uncovered a drop inlet that had been completely buried under compacted soil and no longer functioning.

Because the inlet was blocked, stormwater from the adjacent roadway had been diverting behind a retaining wall, causing erosion and undermining its stability.

Oya Construction removed debris from the system, excavated and restored the buried inlet, stabilized the eroded area, and installed a stone collar and armored flow path to safely direct stormwater and prevent future sediment buildup. We also coordinated with VDOT to restore proper drainage along the roadway.

In addition to providing the required inspection report, our team corrected hidden failures in the system and brought the site back into compliance—protecting the property and giving the church peace of mind.

Stormwater Network Evaluation & Mapping

Town of Blacksburg

The Town of Blacksburg launched a pilot program to better understand the condition of a section of stormwater pipes near downtown that had not been fully evaluated in years. While some assets were on the Town’s radar, much of the underground system’s true condition was unknown.

Oya Construction used CCTV camera inspection to evaluate more than 2,300 linear feet of stormwater pipe, documenting material type, structural condition, and obstructions. The inspection revealed that several older pipes expected to be problematic were actually in good condition, allowing the Town to avoid unnecessary replacement. At the same time, our team identified multiple “choke points” where debris had accumulated and restricted flow, creating easy opportunities for targeted cleaning

Most critically, the inspection uncovered a large stormwater line that had severely deteriorated and was no longer conveying water as designed. Instead of flowing through the system, stormwater was discharging into nearby residential backyards and contributing to localized flooding—an issue that had not previously been identified as part of the Town’s evaluation program.

To help prioritize repairs, Oya Construction developed a simple ranking system based on severity, risk, and potential impact if left uncorrected. This allowed the Town of Blacksburg to focus funding on the highest-priority failures first while planning routine maintenance for lower-risk segments.

This project demonstrates how CCTV inspection can move stormwater management from guesswork to data-driven decisions—helping communities spend their infrastructure dollars where they matter most.

SWPPP & Inspection Support for a Developer

Shah Development LLC, New River Valley, VA

Shah Development LLC manages multiple residential and commercial construction projects across the New River Valley, each requiring frequent stormwater inspections, documentation, and SWPPP updates under the Virginia Stormwater Construction General Permit. With several active sites at once, their construction management team recognized that stormwater compliance had become too complex and time-consuming to handle in-house.

Oya Construction was brought in to take over stormwater inspections and SWPPP management for an initial group of five active projects. Our team reviewed and updated each project’s SWPPP, coordinated directly with local municipalities, and began routine inspections and reporting across all sites

Because the projects were already under construction, we worked closely with onsite crews to identify permit deficiencies and correct them without slowing progress. During this process, we also identified developing drainage issues at a multifamily site that could have led to significant future repair costs if left unaddressed.

Through consistent communication, clear reporting, and practical field guidance, Shah Development quickly saw the value of having a dedicated stormwater compliance team. After the initial trial period, they expanded Oya Construction’s role to include all of their development projects.

This partnership allows Shah Development to focus on building, while Oya Construction ensures their projects remain compliant, documented, and protected from costly regulatory or environmental setbacks.
